On 29 August 2016, the Joint Venture of Asian Management and Development Institute (AMDI) and PRIMEX Consulting firm (Philippines) was invited to the contract negotiation for the USD 2 million worth contract for “Consulting Services for Project Implementation” under the Second Lower Secondary Education for The Most Disadvantaged Areas Project (LSEMDAP II) funded by ABD
The LSEMDAP II is an investment project executed by the Ministry of Education and Training. The project is to be implemented from 2015 to 2021 with the total budget of 93 million USD, including 80 million USD of preferential loan from the ADB's Asian Development Fund (ADF) and 13 million USD from counterpart funds of Vietnam.
The main objectives of the project are to increase access and improve the quality and relevance of lower second education (LSE) in disadvantaged areas and ethnic minorities areas, especially construction of schools, school-toilets; development of relevant textbooks; provision of support for continuous education centers; provision of vocational guidance programs. Simultaneously, the project also aims to strengthen quality and capacity building for education managers, project staffs, development of school clusters and the teacher networks among the schools; increase effectiveness of library operation; improve quality of scientific subjects through the school clusters.
The project consists of four components:
Component 1: Increase access to LSE and LSE Equivalency Program for the disadvantaged groups
Component 2: Improve quality and relevance of LSE for ethnic minorities through the development and provision of regional and competency-based textbooks; training of teachers and provision of vocational guidance programs for students.
Component 3: Strengthen the capacity of system of LSSs in the disadvantaged and ethnic minorities areas to deliver better quality LSE through school clusters.
Component 4: Develop the capacity of education planners, administrators, and project staff for effective and good-quality project management and monitoring and evaluation (M&E).
